The best way to handle the sitaution was probably to ask expatriates to have their IDs when their visa is renewed. It would not take much time like this. Everybody will renew his visa in 3-4 years at most right?? Like this it won't be as painful as it look to be nw for most people

I like your suggestion, the best it to register for id for new residents while giving residence visa and existing residents on renewal of visa.
There is category of investors visa which renews about 10 years, they can be asked immediate registration.
Now there are many residents who have 4 months left in their visa validity, but they have to register and pay 100 dirhams for whole year.
