I would hand it in. I believe in integrity. It's very honorable what the Indian worker did.

I would also hand it in. My definition of stealing is to take/appropriate something than is not mine. The wallet is not mine, therefore I should hand it to the authorities. (Now, will the authorities find the owner and give him back his belongings is a different matter altogether.)

if I would find just the money, maybe I wouldn't turn it in because it would be difficult for the police to find the real owner. but if it is in a wallet, then I would turn it in, unless there is an address in the wallet. maybe I would go to the fellow's address to hand it in
