Labour card (Work Permit ) Application Receipt

My wife got job in a company. she is in Husband visa. Labour officials informed her that do not work without labour card. after that she is not ready to work without labour card in the company. Now the company informed her to work there and they will give the Labour work permit application (Labour card) receipt. labour card will process within 2 or 3 days. So its possible to work with the receipt of this application from Ministry of labour as a proof instead of labour card(because labour card is under processing) and work in the company or only needed to work after obtaining labour card.

Please tell me is there any option for working in the company after applying or at the time of processing labour card.
