We are moving to Dubai end-May and would like to employ a driver as we won't have driving licences for some time. Can somebody please advise me what is the cost to hire a driver, and how do I do that (where do I go?)?
Also, how much would it cost to get a maid full-time?

You have to hire the driver and the maid under your sponsorship. What this means is that you will arrange the visa of the driver. There are some legal requirements for instance accommodation, min. salary and so on. Maids can be arranged only from some specific countries with age limits. Those countries impose some conditions e.g. minimum salary and benefits.
Hiring a driver is a bit more complex because his visa can not be arranged if he doesn't have the UAE driving license already. The drivers that are inside the country can't transfer their visas until they get they proverbial No Objection Certificate from their previous employer. yes, the system is not free but it's the law here... Now, remember that to hire a driver or maid not under your sponsorship is illegal, and that involves heavy fines and deportation.
The maid would normally cost you about 1,200 dirhams + accomodation (usually at your place, a live-in maid) as well as medical expenses, and an yearly return ticket with 1 month leave and paid salary.
you can also opt for a part-time maid. i get these flyers offering cleaning services once in a while under the door
I recommend hiring a cleaning service company or somebody part-time, it is much easier, no hussle. Now for the driver I am not sure, but I would try car rental companies, possibly limo service ... I am sure they are accustomed to that. I did it a similar way in Romania and it works out perfectly. I just don't like anybody interfering with my family life.
