Sure you can go to Qatar on the road through abu Dhabi and then through the Western region and into Saudi, it's not nice though, you know, women and saudi....
Make sure you have at least an hour for a nice stay at the Saudi border. If you are citizen of one of those 30 something countries then you can get the Saudi transit visa at the border. If you are a citizen of another coutnry but resident in a GCC country, then you have to have a good job.
Why would you go by land? The road is very boring, not nice at all.... take a flight, man! It takes an hour to get to doha

upf12, I am not worried about how scenic or not the road is. And are you sure it takes just 1 hour by airplane to get to Doha? how about the drive to the airport, the wait at the airport.... I see at least 3 and a half hours right there
