Diesel trade Dubai - Abu Dhabi

I am aware of some trade in diesel going on between Abu Dhabi and Dubai (price in Abu Dhabi about 8Dhms and in Dubai 19Dhms). I heard it is illegal. Is it illegal really?? Isn't the UAE one country with free trade between all emirates??
