Verre in Hilton Dubai Creek is Gordon Ramsay's great restaurant. Al Mahara in the Burj Al Arab Hotel is extremely expensive with good food but I don't know if it's really worth it. Zheng He in Madinat Jumeirah had good Asian food some time ago. I haven't been there for some time to check him out. I am not aware whether these places are open for lunch but if you want a magnificent buffet lunch go to Abu Dhabi and eat at La Vendome at the Emirates Palace Hotel, which rivals Burj Al Arab in opulence.
For lunch I think Al Muntaha in the Burj Al Arab would be a good choice. The food is excellent and you get the panoramic view from high up. As to dinner, PierChic is a nice location, the food is reasonable, and the view is excellent.
