I heard Ajman has just recently set up their own Real Estate Regulatory Agency (like Dubai's RERA). In Ajman it's called ARRA. Apparently they have just put a modest one-page at http://www.arra.ae/ but you can get the phone numbers from there and call to ask about your specific question.
