As far as I understand, traffic rules changed from March, 2008 with a new "Unified Federal Traffic Law".
According to new rules, Visitors to Dubai from selected countries are no longer required to obtain a local temporary driving license to drive local registered cars.
Here is the info from RTA which I found at some internet forum pages :

In response to your email, please be informed that according to the new rules, you are able to drive with your driving licensee (from the below list of countries) while you are in visit visa ,without applying for Dubai Temporary Driving License .
Denmark, Sweden, Germany, Norway, Austria, USA, Spain, Australia, Japan, Greece, Ireland, Iceland, Italy, Portugal, UK, Belgium, Poland, Turkey, Czech Republic, South Africa, Slovakia, Singapore, Switzerland, France, Finland, Cyprus, Canada, South Korea, Luxemburg, New Zealand, Netherlands.

That means, tourists (not permanent residents) will be able to drive with their own country's license up to two months time. . If nationals of these countries are become residents, they will be required to "exchange" their licenses with local license without training, examinations etc.
BUT, there are also rumours that, from time to time, there are conflicts between the authorities. For that reason, it is best to be sure, to find the exact wording of the rules. That is, the "Unified Federal Traffic Law", at internet.
IT WILL BE VERY USEFUL THEREFORE, IF SOMEONE HELP US TO FİND THE TEXT OF THAT LAW, FOR ME AND THE VISITORS FROM THOSE 36 COUNTRİES.
